<description><![CDATA[<p>We have been off to a GREAT start with our Research Certificate Program – we enrolled nearly 100 registrants (from residents to seasoned practitioners desiring to engage in research) <br /><br />Resident Research Day was held at UMKC School of Pharmacy on 9/19/25 with a Happy Hour following at Boulevard Brewery. <title>Missouri Pharmacy Technician Advancement &amp; National Alignment </title>

<description><![CDATA[<p>	<img alt="" src="https://moshp.org/resource/resmgr/2025ummernewsletter/Snow.jpg" style="width: 150px; height: 188px; float: left; margin-top: 2px; margin-right: 2px; margin-bottom: 2px;" />Pharmacy technicians in Missouri are experiencing meaningful progress in practice advancement initiatives that align with the American Society of Health-System Pharmacists (ASHP) PAI 2030 recommendations. These efforts aim to elevate the pharmacy workforce as a whole. Collaborative national organizations such as The Pharmacy Technician Society (TPTS), the Pharmacy Technician Certification Board (PTCB), National Healthcareer Association (NHA), and the American Pharmacists Association (APhA) have long advocated for technicians to practice at the top of their licensure. Their objectives of reducing pharmacists’ operational duties is progressively moving forward, as technician responsibilities continue to advance.</p><p>	The Pharmacy Technician Society’s statement on advocacy related to pharmacy technicians describes, <em>“the dedicated effort to champion the rights, interests, and professional development of pharmacy technicians. It involves actively working to influence decisions, policies, and public perception to enhance the role and well-being of pharmacy technicians.”</em> Advocacy efforts are focused on expanding the scope of practice for pharmacy technicians, including the ability to perform tasks such as administering immunizations and conducting point-of-care testing. These initiatives aim to empower technicians to take on more advanced responsibilities, ultimately enhancing patient care and supporting the broader pharmacy team. (The Pharmacy Technician Society, 2025).</p><p>	The ASHP PAI 2030 practice advancement initiatives emphasize the importance of formal education and expanded responsibilities for pharmacy technicians. Recommendations include newly hired technicians completing an ASHP/ACPE-accredited education and training program. Additionally, technicians are encouraged to take on advanced roles across all practice settings to enhance operational efficiency and improve patient access to care. Technicians should assume full responsibility for advanced technical and supportive functions such as order fulfillment, tech-check-tech, regulatory compliance, supply chain management, diversion prevention, revenue cycle management, and patient assistance programs. From an organizational standpoint, ASHP urges pharmacies to require national certification for all technicians and to actively support the development of structured career pathways that promote long-term professional growth. (ASHP, 2025)</p><p>	To support the implementation of PAI 2030 recommendations, ASHP has developed a State Affiliate Toolkit designed to equip state and local affiliates with the resources and guidance needed to promote these initiatives within their respective organizations, membership bases, and practice settings. (ASHP, 2025).</p><p>	In alignment with these national efforts, the Missouri Board of Pharmacy has adopted guidelines that reflect the advocacy goals of ASHP and The Pharmacy Technician Society (TPTS). These guidelines include language that formally recognizes and designates qualified pharmacy technicians for advanced practice roles, reinforcing the importance of technician workforce development at the state level.</p><p>	The Missouri Board of Pharmacy Practice Guide (2025), Lawbook (2024), and Technician Informational Guide (2021) detail specific requirements for qualifying technicians performing advanced roles in administration of vaccines/medications by prescription order and Technology Assisted Verification (TAV) of non-controlled medications under the supervision of pharmacists when the technician meets advanced state competency and credentialing criteria. Although pharmacy technician national certification is not currently required by the Missouri Board of Pharmacy for technician registration, the Board does require national certification as a qualifier to perform these specific advanced roles. (Missouri Board of Pharmacy, 2021).</p><p>	Qualifying technicians are defined by the Board as individuals who hold an active pharmacy technician certification issued by an entity accredited by the National Commission for Certifying Agencies (NCCA) in addition to proof of competency as defined by the board of pharmacy and facility standards of operation. As of April 2025, the Pharmacy Technician Certification Board (PTCB) and the National Healthcareer Association (NHA) are accredited by NCCA. (Missouri Board of Pharmacy, 2025).</p><p><strong>Technology Assisted Product Verification (TAV)</strong></p><p>	In alignment with national technician advancement initiatives, Technology Assisted Product Verification (TAV) regulation states that a Missouri licensed pharmacist may allow an authorized intern pharmacist or authorized pharmacy technician to verify final prescription/medication orders for a non-controlled substance using TAV in lieu of final product verification by a pharmacist.  Technicians and intern pharmacists must still be under the direct pharmacist supervision of the immediate dispensing area. Delegation requirements for technicians includes an active state pharmacy technician license with a minimum of one-year experience within the pharmacy of practice and an active pharmacy technician accredited national certification, the completion and documentation of an employer-approved training in the pharmacy’s approved TAV system, and documentation completion of initial and annual competency assessments. (Missouri Board of Pharmacy, 2025).</p><p>	The Missouri Society of Health-System Pharmacists (MSHP) has provided a Tech-Check-Tech (Technician Product Verification) implementation guidance resource (2020) located on their website.</p><p>You may also reference ASHP and TPTS for additional guidance on implementation and model state law for Tech-Check-Tech (Pharmacy Technician Product Verification). This is not an exhaustive list of all resources available to Missouri pharmacy technicians. <br /><br /><strong>Immunization Administration / Administration by Medical Prescription Order</strong></p><p>	In alignment with national technician advancement initiatives, Missouri regulations now allow a licensed pharmacist to delegate immunization administration or administration by medical prescription order to a qualified pharmacy technician. A qualified pharmacy technician is defined as a certified pharmacy technician who has been credentialed by an accredited entity, has practiced as a registered or licensed pharmacy technician in Missouri - or another U.S. state or territory - for at least one year, and holds a current healthcare provider-level CPR or Basic Life Support (BLS) certification from the American Heart Association, American Red Cross, or an equivalent organization. Additionally, the pharmacy technician must complete an initial and annual documented assessment of competency in either medication administration (for administration by prescription order) or vaccine administration (for immunizations).</p><p>	Certifying administration programs must include an in-person skill assessment. Administration by prescription order technicians will have completed a qualifying medication administration and emergency procedures certificate program accredited by ACPE or an entity approved by the Missouri Pharmacy Board. For vaccine administration, technicians must complete an immunization certificate program that meets the requirements of a pharmacist immunization certificate program.</p><p>	Resources for getting started with pharmacy technician immunization requirements can be found on The Missouri Board of Pharmacy website where they offer a sample Pharmacy Technician Immunization Competency Assessment Checklist. An Advanced Pharmacy Technician Immunization Administration program was developed jointly by American Pharmacists Association (APhA) and Washington State University (WSU). Additionally, PTCB offers a national competency-based specialty certificate in Immunization Administration.  This is not an exhaustive list of all resources available to Missouri pharmacy technicians.</p><p><strong>Additional Considerations</strong></p><p>	Missouri regulations support the delegation of certain advanced, non-dispensing activities to pharmacy technicians by licensed pharmacists. These activities may include: collecting patient medication histories and related information, handling benefits, billing, and insurance claim submissions, and managing inventory through purchasing and procurement.<br />	While national certification is not required to perform these duties, the Missouri Board of Pharmacy mandates that technicians must complete employer-approved training and undergo initial and annual competency assessments, with proper documentation maintained.Additionally, a Missouri-licensed pharmacist must be readily available at all times to respond to any questions or concerns from technicians performing these delegated tasks, ensuring patient safety and regulatory compliance. (Missouri Board of Pharmacy, 2024).</p><p>	To further support these advanced pharmacy technician roles, the Pharmacy Technician Certification Board (PTCB) offers national, competency-based specialty certificates in key areas such as Medication History, Medication Therapy Management (MTM), and Supply Chain and Inventory Management. These certifications provide technicians with opportunities to deepen their expertise and demonstrate proficiency in specialized areas of practice. (PTCB, 2025). This is not an exhaustive list of all resources available to Missouri pharmacy technicians.</p><p>	It is important to note that certification, licensure or registration, and renewal requirements for pharmacy technicians vary by state and are subject to change. There is no national standard for pharmacy technician education, licensure, and credentialing. Some states may not require technicians to register with their State Board of Pharmacy, while others impose more rigorous requirements, including formal education, hands-on training, and national certification. For the most current and detailed information, please visit the website of the individual Board of Pharmacy.
